why aspx/cs project copied locally not work?

i have copied aspx/cs project right off server , put code right local host area. opened csproj file in visual studio no problems ran , did not crash. this. says internet explorer cannot display page. ideas?

i have done rebuild , still fails. (good news there no compile errors)

you need either iis or iis express run pages.
